The Guwahati Declaration 2026 emerged from the deliberations of the first Global Assamese Conference, held at IIT Guwahati from 16–18 January 2026.

The Guwahati Declaration

A shared statement of intent from the global Assamese community and friends of Assam, gathered at IIT Guwahati on the banks of the Brahmaputra.

Preamble

We, members of the global Assamese community and friends of Assam, gathered along the banks of the Brahmaputra in Guwahati, inspired by the universal vision of Bishnu Prasad Rabha’s বিশ্বৰ ছন্দে ছন্দে, present this draft as an outline of our shared intention to strengthen the connection between the diaspora and Assam.

1. Purpose

To discuss, refine, and adopt a plan for establishing a diaspora-led, not-for-profit Foundation under the Indian Companies Act — dedicated to advancing creativity, knowledge, and sustainable development in Assam through global collaboration.

2. Guiding Principles

Inclusivity

All Assamese voices, whether in Assam or abroad, form part of this effort.

Transparency & Ethics

Governance based on integrity, accountability, and openness.

Partnership

Collaboration across government, academia, civil society, and the private sector.

Innovation

Solutions rooted in Assamese values but open to global ideas.

Continuity

Ensuring institutional longevity beyond individuals or generations.

3. Commitments

  1. To refine and unanimously adopt this Declaration through collective dialogue.
  2. To initiate formal processes for registering the proposed Foundation as a Section 8 not-for-profit enterprise headquartered in Assam.
  3. To set up working groups in key sectors such as education, health, culture, entrepreneurship, and research.
  4. To initiate pilot projects under diaspora mentorship within two years.
  5. To convene an annual global conclave for review, collaboration, and renewal.

4. Collective Aspiration

This Declaration was adopted on the concluding day of the Convention, while being deliberately left open, collaborative, and evolving. It affirms a shared direction rather than a closed document, inviting continued dialogue, refinement, and collective ownership as the work of connecting Assam with its global community moves forward.

It asserts only one principle with absolute certainty: that Assam’s future will be stronger if shaped together by her people at home and her people across the world.

This Declaration was adopted on the concluding day of the Convention, while being deliberately left open, collaborative, and evolving. The envisaged Global Assamese Foundation will stand as the institutional embodiment of that rhythm: a home for ideas, a platform for collaboration, and a promise to future generations.

Through this effort, we step into the universal dance in harmony with the world, yet rooted in Assam.
